Snow in London! It’s kinda funny how something relatively minor in a cold city like Toronto, is a big deal in another with milder weather.
However it’s true that cold Winter cities are very well prepared for big snow falls, just notice that no one on the shot is wearing “snow boots” and I am sure no car was prepared with Winter tires either.
