I wonder how I did not see this one before!  So true, pardon the language in the pie chart, that is why I argue development is more fun! 
“Modern” web design loses so much time just trying to have the thing render correctly!  CSS is broken, the committee mentality has made it a pain, and yes, dare I say it, tables were far simpler. Why don’t just hand over the spec to Adobe, and make them create a reliable, consistent CSS. Why is that a single company can deliver what dozens, hundreds can not do?  A consistent look: PDF did it for paper and Flash does it for the web!
In the meantime we can just laugh, and develop more, design less ; )
